Beaches and mountain properties: more destinations visited this summer | Costa Developers

Buying A House On A Costa Rica Beach | Costa Developers

Beachfront property in Costa Rica is regulated by the Maritime Terrestial Zone Law, if you’re planning to buy a piece of land near the beach you’re going to have to know what constraints and rules you have to follow under this law.

The Maritime Terrestial Zone is the 200 meters inland zone measured from the coastline.
The zone is divided into the public and restricted zones. By law, all beaches are public;the first fifty meters measured from the median high-tide line (public zone) is off-limits to private ownership. For the remaining 150 meters (restricted zone) you can “lease” a piece a property under what’s known as a concession.

These concessions are given for a period between 5 to 20 years, and this time period is generally renewable if approved by the ICT (Costarican Institute of Tourism) and the local municipality.
If you’re not a costarican citizen, you’re not eligible for a concession unless you’ve lived in the country for a minimum of 5 years. You can in theory still qualify for a concession if you lease the property using a costarican corporation, however make sure that 50% of the company’s shares is owned by costarican citizens.

Costa Rica creció en inversión extranjera en el primer trimestre de 2012.




Costa Rica obtuvo 504,2 millones de dólares en inversión extranjera directa durante el primer trimestre de 2012, representando un incremento del 7,7%.


En una declaración la Ministra de comercio exterior, Anabel González, comento: “Este trimestre reveló un patrón similar al del año anterior, con la participación de la inversión extranjera en telecomunicaciones,” dijo.

Según datos oficiales, el sector más activo durante el primer trimestre del 2012 fue el de telecomunicaciones, con inversiones por $ 155 millones, siendo un 31% del total, seguido por la manufactura con $105 millones y turismo con $60,50 millones, entre otros. Esto en comparación con el acumulado $ 468 millones en el mismo período de 2011.

La mayor cantidad de inversión extranjera llegó desde Estados Unidos con $277 millones; en segundo lugar México con $93 millones y España tercera con 91 millones.

Los empresarios han estado interesados en invertir o seguir invirtiendo en Costa Rica que espera que sus desarrollos, entre los que se encuentra los de propiedades, como los de Costa Developers, se van consolidando en el corto y mediano plazo.

Costa Rica propuso como una meta alcanzar 2 billones de dólares de Inversion Extranjera Directa durante el año 2012. Costa Rica gets removed from US Human Trafficking blacklist


According to the Trafficking in Persons Report (TIP) 2012, the US State Department has removed Costa Rica from its blacklist of countries for people trafficking. The report was presented yesterday by U.S. Secretary of State Hillary Clinton.
“These victims of modern slavery are women and men, girls and boys, and their stories remind us of what kind of inhumane treatment we are still capable of as human beings,” said Secretary of State Hillary Clinton.
Legally in Costa Rica, many advances have been completed in this area, such as Article 172 which stipulates from 8 to 16 years of incarceration for criminal groups that commit human trafficking in cases in which the victim is a minor or in a position of susceptibility or disability or when any form of violence, intimidation or coercion has taken place.
Organizations such as OIJ, INAMU, the Coalition Against Smuggling of Migrants and Trafficking (CNCTIMTP) and the International Organization for Migration (OIM) are some of the institutions in charge of preventing, prosecuting and working against this issue.
A country’s tier ranking is based on the government’s efforts against trafficking as measured by the TVPA minimum standards. TIER 1 are of countries whose governments fully comply with the Trafficking Victims Protection Act’s (TVPA) minimum standards, while TIER 2 countries are those whose governments do not fully comply with the TVPA’s minimum standards, but are making significant efforts to bring themselves into compliance with those standards, while.
Countries on the TIER 2 WATCH LIST as those whose governments do not entirely comply with the TVPA’s minimum standards, but are making significant efforts to bring themselves into compliance with those standards, and TIER 3 countries are those whose governments do not fully comply with the minimum standards and are not making major efforts to do so.
In the Americas, only Canada, Colombia, Nicaragua and the US have Tier 1 assignments.
The report says that Costa Rica increased prevention efforts during the reporting year. In partnership with an international organization and with foreign government funding, Costa Rican authorities launched an extensive consciousness campaign during the year.
The government’s anti-trafficking directorate, which coordinated the national anti-trafficking coalition, continued to lead government efforts. The coalition met six times during the year and its four committees reported meeting on a monthly basis, a significant increase from the previous year, when the alliance only met twice.
During the year it drafted a new comprehensive anti-trafficking law, developed a national action plan on human trafficking and human smuggling, and educated over 2,000 students and civil society members. Authorities aligned with civil society organizations and the tourist industry to train companies to identity and report profit-making sexual exploitation of children, resulting in increased reports to the tourist police during the year.
The TIP is the U.S. Government’s principal diplomatic tool to engage foreign governments on human trafficking. It is also the world’s most comprehensive resource of governmental anti-human trafficking efforts and reflects the U.S. Government’s commitment to global leadership on this key human rights and law enforcement matter.

 Legalizing foreigners’ status in Costa Rica becomes easier The Migration General Direction opened its doors for foreigners in Costa Rica to regularize their status through four transient that seek to improve the status of those residing in the country in irregular status.
Gladys Jimenez, Executive Director, mentioned that the first of these transient began to govern from May 17th of this year and is aimed at people with a category of temporary or permanent resident who them has expired your certificate since 2003.
This first transitional does not apply to persons who have criminal background with crimes committed in the last ten years, who have made an application for suspension of residence or who have remained outside the country for the period of more than a year.

The Battle Rages On…
They were at a standstill; the lines had been drawn and the ensuing trench war was taking its
toll on everyone. Both buyer and seller had been going back and forth for months, and they
were beginning to think that perhaps all of this wasn’t worth the headache.

If not for the fact that they had their mind’s set on getting what they wanted, the negotiations
probably would have gone South a long time ago. Things didn’t have to be that way; winding
the clock back a few months, it would have been clear to any onlooker just what may have
gone astray.

You see in the game of real estate, what usually happens is that buyers will shop around until
they find a property they really like, and then, shift their mind set to “trying to figure out a way
of bringing down the asking price” as much as they can.

Regardless of what that price is, fair or not, the premise is to knock off an X percentage of it
right from the get go. This isn’t to say that as a buyer you shouldn’t be looking for the price to
come down; quite the contrary, you should. But having the right timing is critical, that is if you
want to be successful at bargaining to the price you want.

Think Win-Win not Winner Takes All…

Even when the home you want to buy is priced realistically, you still have a better shot at
bargaining down if you view things from the seller’s perspective.

Think about it, the seller usually has a need to sell, a time-line and the added pressure to get
money out of the sale of the home, to finance building or buying other properties, why would
you want to give this advantage away with a low-ball offer from the start?

You could, but you would risk alienating your seller and halting all negotiations. You’re also
probably not weighing in other, no less important, factors such as the value of the home to
you.

Think Value

When you’re buying a home, there’s a lot more that goes into the decision than just the asking
price.

What you’re willing to pay for one home, another would balk at. It’s a personal decision
fraught with all sorts of details. Your needs, the location, services and amenities available and
of course the home’s appraisal (which determines how much a bank is willing to lend you), all
factor in your decision.

You can’t really determine a property’s value to you, unless you consider all of these things.
Which brings us to our next point.

Do You Know What Your Priorities Are?

Before any negotiations take place, you would be wise to know what’s important to you
(things you definitely must have) and what you could be more flexible on.

Knowing what your priorities are, and getting those out of the way first, will ensure that the
process rides much smoother, save time and possibly money. It also lends you credibility and
added leverage to your position.

Unless you’re really into dickering endlessly over price instead of value, you’re really much
better off by going to the bargaining table with a different mind-set.. If negotiations fall apart,
or you happen to be dealing with a seller that just doesn’t get it, then maybe buying this home
really isn’t in your best interest.

That’s what it comes down to after all, doesn’t it? Being satisfied with your purchase for years
to come and knowing that you’ve made a sound decision from considering every possible
angle.

Costa Rica is again ranked as the happiest country in the world


Happy Planet Index, which every two years marks the level of happiness of the countries of the world named this morning to Costa Rica in the first place for the second consecutive time, followed by Vietnam and Colombia.
 Costa Rica is again ranked as the happiest country in the world This report measures three things: the well-being that the inhabitants of a nation claim to have, the life expectancy at birth and the ecological footprint of a nation. According to the document, Costa Ricans give a rating of 7.3 to their lives, the life expectancy at birth is 79.3 years and ecological footprint is 2.5 g per capita. The ecological footprint measures the actions made in favor of the environment compared with the use and abuse of natural resources and activities that harm the environment.
These characteristics give Costa Rica an overall rating of 64.0; Vietnam is with a score of 60.4 and Colombia with one of 59.8. The last three places them occupy taste, with 25.2 points; Chad, with a score of 24.7 and Botswana with 22.5 points.
“The happy planet index measuring what really matters: long and happy lives today and the potential for good lives in the future.” “We have acceded to incomplete models that only see the economic development for a long time already,” said in a statement from press, Nic Marcs, co-author of the study.
Saamah Abdallah, researcher of the Foundation new economy, that performs the index, is of the same opinion.
“Countries like Costa Rica are at the top because people live long and happy using only a fraction of the planet’s resources.” “This is an economic model which can really lead to sustainable, healthy and happy lives,” expressed in the press release.
However, the own Nic Marcs said in a previous interview with La Nación that these features do not guarantee the happiness of all people.
“Costa Rica is the happiest country in the world, but is not the paradise;” Nowhere is. (…) Happiness is a decision. A person can live in Costa Rica, country that gives them all the people to be happy, and yet not be. “On the other hand, another person can live in a country that will not give tools for their happiness and be very happy,” he said at the time.
However, Lhaba Tshering, of the Government of Bhutan, who came to Costa Rica to speak of happiness, takes a very different view:
“The Happy Planet Index is based on international standards and does not necessarily reflect what Costa Ricans feel as vital to achieve happiness”. To start measuring the happiness of a people, you must first make a definition of what is that makes people happy. In the case of Costa Rica, the ideal is that the Government and the population define what makes them happy and based on that evaluate the happiness of Costa Ricans. “This must take place within each country, because the views from one country to another can vary greatly”, he said in an interview with La Nación.

Costa Rica is the best place on the region to have and raise children

According to the Statistics and Census Institute (INEC), last year there were 666 deaths (five less than in 2010) and there were 73,459 births, 2,537 more than 2010.
Thus, the mortality rate showed a slight decrease in passing of 9.46 deaths per thousand births in the first year in 2010 to 9.07 deaths in 2011.
In addition to this information, Save the Children’s “State of the World’s Mothers” report ranked Costa Rica 13th on list of less-developed countries.
The study released by this NGO was based on conditions for raising children. Following Costa Rica in the region is Panama (24th), El Salvador (37th), Belize (42th), Nicaragua (49th), Honduras (60th) and Guatemala (68th).

The World Economic Forum report says the country has successfully taken advantage of its inclusion into global value chains and improved trade facilitation procedures have significantly contributed to this outcome. Customs revenues have grown manifold; the employment situation has also improved, both in quantity and quality, as have exports.
In the report as well the author closes by saying that the example of Costa Rica presents a very strong, practical argument for further multilateral trade facilitation measures, such as those discussed under the aegis of the WTO.
This case study also shows, however, that even in the presence of strong and well-executed policies, setbacks can occur and facilitating trade is a process that requires constant improvement and continuous policy attention.

The private hospital CIMA is getting ready to open its doors in a few weeks in what will be its second hospital in Costa Rica. The new hospital is situated in Liberia, joining the main one in Escazú, which has been operating for the last 12 years.

According to Gustavo Lee, operations manager of the medical centre, the date will be announced soon. Lee calls the new centre the “best medical option in the North Pacific”. The new hospital is generating some 70 jobs, which most of the hiring will be from the local areas. Although the initial capacity if of six hospital beds, it can quickly be extended to triple that or 18 beds.
The new medical centre will also have a laboratory, pharmacy, radiology department, an emergency room and operating rooms. The medical centre will serve the 270.00 permanent residents of the area and some 500.000 tourists on holiday or who are temporary residents in Guanacaste. The opening of the Hospital CIMA in Guanacaste will allow health specialists to offer their services at a first class hospital and with cutting-edge medical apparatus.
But not only the northern region of the Pacific Coast will have this kind of centers, as well the Central Pacific keeps improving its medical centers due to the great demand of tourists, retired foreigners and the increased number of people moving to the area.
 More medical centers moving to the most visited beach towns Marjorie Arroyo from Clínica Bíblica said that currently the Medical Center is working with a General Doctor, who’s able to attend minor procedures and exams. If there are major complications that cannot be treated at the Clinic en Herradura, Los Sueños, patients will be submitted to the Hospital in San José.
Currently there is also a monthly visit from a dermatologist, being one of the most common health issues on a tropical region.
Approximately in one or two months the branch will have its own pharmacy, “We have the space and all the permits to open in approximately one month our own drug store” Arroyo said.
In the near future there will be more specialized doctors coming frequently. Arroyo also said that both foreigners and national citizens come to the clinic with different consultations with the permanent doctor, Dr. Erisel Sanabria Coto.
“We’re a small branch, so we decided to currently work with a dermatologist only, but we’ll start implementing more specialists in the course of the year”, commented Arroyo.
